How do people like that get selected if they dont have any abilities? Is it a kind of tribal thing? Nat all. It's because the people that have the capaility have gradually withdrawn from politics over the years. There still are some, but they sin as people who are fighting a losing battle. So the really capable have checked out of politics. And so with that, you had a loss of capability from the agency which actually used to have serious intellectran capy done before.
