The United Nations has found massive evidence pointing to the Syrian government's involvement in war crimes and crimes against humanity. While Damascus remains a target for armed groups, local residents are without doubts that Bashar al-Assad has won the war. If Iran had been able to work with al-Qaeda, then why couldn't they just support ISIS? And there's a logical question here.
