The capacity for human needs to grow implies the potential for a need to exceed the limit of the quantity necessary for satisfaction. Even if certain needs were presumed to be arriving in the near future, we still wouldn't be able to be sure of the quantities needed. This is probably one of the very early critiques of central economy as opposed to decentralization.
