The quantum computer is a Bayesian learner. It's acquiring new evidence and updating its models. Warner Heisenberg had this idea that when you performed a measurement You didn't just acquire information or measure a system But you actually are acting upon the system. So then to put that back into the context of this Bayesian learning quantum computer it is acting upon the world  and so every collapse of the wave function is the acquisition of new evidence and Acting upon the universe.
