In 1990 during Barr's first run as attorney general, the news broke that the Reagan administration had secretly given billions of dollars in loans and military aid to Saddam Hussein. Six separate congressional investigations were convened to look into the matter. The house judiciary committee asked Barr to launch an independent council investigation. And he said, no, which is the first time that an attorney general ever refused such a request.
