The Importance of Managing Expectations
The F 35 is a good example because it was a broken acquisition process that resulted in a very capable platform. But perceptions of the F 35 are still that it's a failed effort, at least for a lot of people out there. Because the United States isn't reliant on these things, we expect the US to do well. We expect SLS to work. The stakes are significantly higher in part because we don't do a very good job of managing the narrative surrounding these iterative design concepts.
