Brits bowed out because if Newfoundland and Labrador voted for responsible government, it might cozy up with the U.S. And that made both the Brits and Canada nervous. Confederation brought in massive changes. Industry shifted. Infrastructure was developed. entire settlements were relocated. This all meant a big shift in culture, too. So I imagine there was a pretty mixed reaction from everyone.
