The Decline and Rise of Democracy

David Frum's new book is called The Decline and Rise of Democracy. He argues that there are two types of democracy in the world, one declining first and then rising again. In some places early democracy disappeared because it was too difficult to scale up. But he says we've seen a rise of a very new type of democracy which is only a few hundred years old or so.
