The Problem With Migrant Shelters in Manhattan

Migrants were being given red tickets. The city says they were actually just numbered, like at a deli counter. But this is part of why people are sleeping outside in very high conditions until their numbers calledNumbers were getting called two or three at the time. People couldn't use the bathroom inside. So you have to go and hope your number didn't get called to Grand Central or a McDonald's or wherever.
