A lot of EU law references the charter in its preambles. The Rifjorl Act made one important change, which was to say that general principles couldn't be used as a freestanding basis for legal action. They could be used as interpretative aids and as interpretative tools, but you couldn't necessarily rely upon them to bring an action alone.
