The rise of isis was never going to be understood or accepted as the complete collapse of this entire aproach. Yet, only in extremely rare cases wilt will it accept some kind of retrenchment here. The security state is operating politically on a back foot in important ways that drive its impulses. Obama takes a lot of the figures from the surge who basically make, for the first time in the war on terror, the enterprise seem technocratic instead of theological.
