If you're focused on productivity, you need to give people sizable meaty roles and responsibilities. You need to make sure that they feel some ownership somewhere. And if they don't, then you shouldn't be surprised that you have performance issues or they don't feel completely bought in. This is where the analysts come in. The great analysts really constantly try to figure out what, which inputs to focus on because it's one of the most high leverage things an analyst can do.
