How Prevalent Are Heat Action Plans in India?

How prevalent are such adaptation measures currently in India? So it's hard to say because our report is purely based on analyzing the heat action plans themselves. In terms of how much they're being implemented I think anecdotally we know that some cities actually do care about implementing this stuff. Other cities may not have the capacity of awareness and then there's a third layer of cities that have just released heat action plans. It's a completely new document and so we have absolutely no idea.
