The vast majority of cases in criminal court are settled by plea deals. When there isn't a plea deal, either because one isn't offered or because both sides can agree on the terms, a case goes to trial. The grand jury is not in charge of deciding whether someone is guilty or innocent; they just decide if there's probable cause to bring charges against someone.
