The collapse caused by consciousness is completely random but nonetheless predictable due to the borne. The model itself doesn't say anything about free will It's deterministic until consciousness enters a superposition of distinct q shapes that then triggers the collapse. But maybe you could have a theory on which, you know, if you enter into a superposition and it makes your action more probable. That would be a way of allowing consciousness here to somehow, um, mess with the born rule predictions thereby introducing a kind of agent causal libertarian free loan to the picture.
