It took two very public breaks downs and a true rebuilding of this legislation, more or less from scratch, over more than a year to get us to this point. It has three main components, health care, climate and energy, and then how to pay for all that? Oa, let's start with health care. The first piece is something democrats have wanted for years, aimed at lowering the cost of prescription drugs. That is part of how this bill is paid for, with the savings xpected by lower prices.
