David Rothkopf: Rick Perry indictment is completely different from the Georgia solicitation to commit electoral fraud statute. He says it's not putting pressure on someone to do a legal act that you would want them to do, but threatening an illegal prosecution if they don't. "There is no implicit removal from the operation of the rule of law," he says.
