This is a case that seemed like it could have been a chevron case, like 15 years ago. Majority opinion didn't even mention chevron. The descent, i think, did. They used this newor relatively new, newly developed doctrine, the major questions doctrine. We 're going to do the interpreting, and certainly the court does it in case but it says something else. It says it puts in a clear statement rule.
