NASA has not made a formal long term commitment to the mission. It's rare for discovery missions to have competed through that bin selected and then be cut. My impression is that they were just the politically weakest mission at this phase in development. They blame psyche, but as the team points out, very toss is functionally it's being built at Lockheed Martin.
