I don't think the Security Council really matters all that much, it's certainly not a decision-making institution. I mean when we do actually find any kind of quote-unquote consultation, it tends to be more an exercise in authority and bullying on Putin's part. However, what to me really matters is the Secretariat of the Security Council, which is under Nikolai Partr or Shav - my usual obsession. Almost all crucial information, which isn't sort of direct intelligence briefing, relating to security reaches Putin's desk.
