The Russian Side of the Progosians

I'm not sure it's been a priority for countries. Do we know that this information is being withheld on IP grounds or is that just an educated guess? That's my sense. Some of it would require licensing. I wonder if perhaps it's just an oversight because they happen. Yeah, could be. But that's something that I'm certainly going to be pursuing with officials here back here in DC.
