The president can withdraw the troops if he wants to. And that saves money right away even if Raytheon still has its contract or something. I should have boned up a little bit on Rothbard if I was going to get into the nuance, but it wasn't important for the debate. But certainly in terms of trying to make our position appealing to people, I would start there and try certainly everything the president can do.
