Health is regulated what's called plenary powers that are exercised by the states, not the federal government. That's why the congress could not pass a law compelling you to take the coved vaccine. It never passed a law, and it couldn't. Now there's one thing congress could try, and that is an amendment to the constitution. They figure they can control supreme court.
