The Clinton Era Policy to Support Regime Change in Iraq

In 1998, Congress passed a resolution saying that the official US policy was regime change in Iraq. There is again zero evidence to suggest that there was any kind of on ramp being built for such an eventuality. This was very much the handiwork of Akama Chalabi and his lobbying forces. The hawks were deeply frustrated by the recognition that Bush just didn't care. He didn't want to waste American blood and treasure on this.
