What's Precision or Recall?

What's precision or recall? Anybody? What's precision? What's recall? The only recall I get is my car recall. For example, I have a rain machine. And this rain machine has predicted rain or no rain for the last 100 days. Would you like to have this machine? So, let's take just simple two things. It said 10 days, it will rain and it rained.100% precision. Which machine would you buy? It's better of the two. You want to be sensitive to the accuracy. Even, you know, 0.001, I'm accurate.
