China has essentially been cut off from building any leading edge capacity because of restrictions and exports of advanced technology. In lieu of that they're investing heavily on the trailing edge. Over the next three to four years analyst project that capacity in the trailing edge is going to really shoot up, creating a glut. If China corners this market essentially they would have control over the market in terms of setting the price.

Big-money legislation to bring microprocessor manufacturing to the country is off to a reasonable start—but dominance of the industry is and will probably remain distant.
