Human rights activists, as well as human rights r academics and lawyers acknowledge that the universal declaration is an aspirational document. I think there is a real problem with implementation, as john pointed out, and i think i agree with him that you cannot always blame that on people who are out of step with the documents itself. So i think that it's great that it's there. But we now that the implementation is very weak. Quite of on the way to talking about cultural rights, which i no interest both of you enormously.
