Putin is looking for people who can make him look good, and basically take over the tedious, actual necessary duties of doing that. No, Housnolines, I don't know well enough. Anyway, that creates a risk if he's seen to have failed. He could be thrown under the bus. But nonetheless, if he is able to make at least some kind of success, then actually what he's doing is allowing Putin to make good on his promises.
