The magic of bit coin is that it's perfected the rule set for holders. So there's no, in theory, at least, there's no design space left to introduce a feature that would cause a break up of the consensus and dilute users. Would anyone ever vote for even to increase the supply to 21 million and one? It would make no sense, cause people would get diluted. That's the kind of dynamic equilibrium that holds it in place.
