Theodicy would say that God uses the free will creatures choices knowing what they are in the given circumstances to bring about his purpose and his plan. And so, for those whom he foreknew, he also predestined, so he predestined people to be believers. But notice that the word predestination here never talks about people before they're ever born being predestined to be believers,. It only talks about those who love God being predestining to be conformed into the image of his son.
