There are winners and losers when you designate an offshore area to be developed. The losers are almost always the fishermen and the commercial users of those areas. There's a two point eight billion dollar project called vineyard wind off the coast of massachusetts. A defense bill that would make it even harder for any foreign ships and their foreign crews to ever be used by American energy companies.
