New Orleans Levees After Hurricane Betsy
Before Hurricane Betsy, the agency that designed and maintained New Orleans levees had become aware of a gap in the industrial canal levee. The Corps' own Betsy Damage Report said before landfall the agency had sent three members the sandbag the leak but aborted the plan when the hurricane winds made the mission impractical. Louisiana Governor John McEthan took a quick break from advocating for states' rights to accept the federal money.
