The Debt Ceiling and the Constitution

Jamal Johnson: I think it's interesting that people are talking seriously about the idea that the debt ceiling itself just might be unconstitutional. He says Congress can't issue an instruction to the executive branch, essentially saying you have to violate the Constitution in order to fulfill obligations we've placed on you. Johnson: You might be able to find five Republicans who could go that route. And then we'll work out all our spending fights in the normal spending budget process.
