How to Increase the Capacity of a Committee or School?
If you want to increase capacity, establish a merit base system in which you pick the most qualified people. In writing a constitution this way, they are deciding to prioritize one thing over another - capability. And so it is not obvious that, scientifically speaking, one would make that choice. There is at least a discussion that has to be had about which is the highest value. Do you want the capacity of the thing to be highest by taking whoever is best and putting them on the entity?
