Is It a Fraud or a Materiality Threshold?

The article opens with the fact that he bought the domain of an airline and like, basically held held it and a and charged them money to purchase it from him. I realize he brought a lot of this attention on himself, but it doesn't meet a material, out, a materiality threshold of like fraud, o of scale, right? Like we're talking about business that was valued at 500 million dollars or whatever. And so, again, there's no nuance given to this in general.
