The Problem of the War on Drugs

Almost every war has to end in some sort of diplomacy. War enables, and ideally, it produces, a perfect distribution of resources. It is the whole theory that war plays a completely central role in shaping modern societies and modern states. But before we move on to that, though, can we just go back to that war as metaphor? Because when you said em the problem of the war on drugs is that drugs won. I does not always happen with like a war on drugs. So that is it.
