Does Nature Make Laws?

Law, for aquinas, is not an expression of will and desire, but an expression of mind and rationality. As specifying this dictate, as a law, it must be expressed by intelligence from a relevant authority. God is the legitimate authority, and he has care of the community responsibility for his creation. So nature does not make laws, but nature obeys laws made by god. And in a way, we could say that nature incodes, and is even an expression of laws made bygod.
