The Importance of Culture in Innovation

There's always been this sort of received wisdom that a lot of the Asian economies aren't as innovative as the US. Are there cultural aspects to this around what makes an innovative country innovative? You know, I think you look at China's neighbors, you find Korea and Taiwan absolutely central to the production of Vansamai conductors with really advanced capabilities. So I'd be pretty skeptical of a explanation that focused on culture. And the additional challenge that they face is that the geopolitics is making it even more difficult to catch up.
