At least since the 1980s, there were certain facets of the African American community that argued for an Iqwa style preference for placing black children with black families. And so it was stopped actually by congressional policy because there's like and I'm probably going to mess up the name, but some multi-ethnic placement. The guy who worked on that is named Clint Bullock. He's an Arizona Supreme Court Justice now. His wife is also a Ginny Thomas correspondent, email correspondent.
