Is the Vote Not Regularly Given, or Is It a Voting Rights Bill?
In order to reject a vote as not regularly given, it takes both chambers, the chamber split upon upon leving a ncognizable objection. So there shoud ther are a really narrow, potential set f of reasons that a vote might be invalid. And again, that should be oudo, should bea sort of very narrow, fairly rare circumstances under which that occurs. It's sare it is meant to apply to a very narrow set of legal infirmities with the vote cast by an appointed elector.
