Singer: National Drug Control Policy has developed model legislation for states that want to carve out of their syringe service. He says the new president is committed to harm reduction contrary to some of his predecessors. Singer: If you're going to keep your program for nail laws in place but have some sort of carve out to allow SSPs to function, you want to have as few restrictions, requirements, and those SSPs as possible.
