Wrighte: The level of single parent households in, let's say, the 19 sixties for black americans is similar to what it is now for white Americans. Wrighte: White people were not seemingly so disadvantaged by having the number of single parent homes as black people were. He says policy changes had an enormous effect on the incentives to have a two parent household and that has affected college attainment across all groups.
