The Pentagon's Training of Foreign Proxies
The CIA and the Pentagon are waging proxy war against Russia and other countries abroad. The New York Times report on the Pentagon recruiting of these foreign proxies does disclose that they are vetted. However, they're not vetted for past atrocities or human rights violations committed. Instead, they're vetted for their political views, their posts on social media, etc. to make sure they're not anti-US.
