The Habsburgs gradually removed the Jesuits from power. They also began weakening serfdom, cutting into tyrannical powers of noble lords and landlords. Maria Theresa died in 1780 and Joseph II came to the throne as sole ruler. He issued an average of 700 edicts per year.
