Most of the money is going to be a straightforward transfer to families currently paying for childcare. We don't know how many people will move into work, OBR thinks around 70,000 additional people in work as a result of this. But it's not crazy to want to help families to subsidize them to smooth those costs. The way that the chancellor is chosen to do that is by intervening in quite a significant way in the childcare market.
