The Defense of the Guard Legislative
The Constitution says the National Guard can be called up by the federal government for combat under three circumstances. Within our borders, we're repelling an invasion or suppressing insurrection. The third one is to enforce the laws of the union. If Congress declares war and our representatives sign their names to a declaration of war against a foreign adversary, then the federal government has the authority to call forth the National Guard in that case.
