Hoover and the FBI
Hoover is engaged very actively in the policing of other people's sexual lives, and particularly gay people. He had almost total control over this vast police apparatus that allowed him to then carry out his own ideas and agenda and enforce them. There are certainly moments where he's using power cynically. But I do think of him as a true believer in the things that he believed in.
