The Birth Planning Commission and the Birth Control Policy in the 70s and 80s

China has seen a decline in the number of people of working age, productive, most productive ages. And that decline will continue to accelerate. In terms of population management policy, if you go back to Chairman Mao there's quite a debate about whether he was pronate-list or in favor of birth controls. The real shift happened though from the early 70s onwards and the fourth and fifth five-year plan.
