There was certainly quite a bit of confusion around how this was supposed to be used. I do genuinely think that a lot of people were using it correctly. The issue was the wind minting and the size of the the minting. Atom holders were scared to lose control. They were scared that we didn't have enough guarantees on the on the future governance of the treasury. Some validators felt they were left out because of the language by you.
