Is Europe Taking All These Pronouncements Seriously Enough?

Africa is an enormous economic and foreign policy challenge. The scale of this challenge is huge, overshadowed by the colonial past. There's a huge discrepancy between the scale of the problem in africa's needs and the willingness of europe to actually back its commitments with money. It really will be the acid test, i think, in coming years, as to whether we see something like a european one belt, one road programme rolled out across africa.
